      Philadelphia Department of Public Health

      The Philadelphia Department of Public Health restructured its Division of Information Technology and Services. EMC was engaged to provide technical assistance to the Chief Information Officer on various activities relevant to management of the information technology supporting programs and services department-wide.

        EMC Services

          • Outlined strategy for preparing an IT strategic plan for the PDPH, and provide feedback and input in the preparation of the plan.
          • Provide technical expertise in establishing a strategy to manage the various IT projects underway in the Department
          • Provide technical assistance in envisioning and planning an EMR project in the Department.
          • Prepared a job description for a Project Manager position
          • Outlined a strategy for preparing a Department-wide strategic plan outlining goals, objectives and outcomes.

          Organizational Assessment

            Virginia Department of Social Services, Inter-State Compact on the Placement of Children (ICPC)

            Envisions Management Consulting (EMC), as a subcontractor to VIA Consulting, LLC, led a programmatic assessment of the ICPC Unit in the Division of Family Services Program. Our team of experts conducted an assessment and analysis of centralized administrative functions, core functions, service effectiveness and efficiency--and provided a summary of recommendations and improvement projects for the ICPC unit.

                • Served as Project Manager
                • Developed the strategy for organizational assessment
                • Established and managed team of 5 consultants
                • Interviewed ICPC staff to assess unit issues/areas for improvement
                • Interviewed key stakeholders in Division of Family Services and Virginia Local Offices to identify ICPC unit issues and areas for improvement
                • Conducted best practice review; surveyed a sample of U.S. ICPC programs
                • Prepared briefing materials on assessment outcomes for Division Director to present to VDSS leadership. (Click here to view presentation.)

                Proposals, Grants, Contracts, and Reporting

                  EMC provides technical expertise to individuals and vendors in envisioning projects, and preparing proposal SOW, budgets, and timelines . The topics of proposals written in recent work relates to:

                    • "Adopting RFID Technology Supplies to Maximize Medication Safety in ORs and ICUs" (for Dr. Maureen Levy).
                    • "Phase I Improvement Project Implementation: Short-term/Immediate Gain Projects," Virginia Department of Social Services-InterState Compact on the Placement of Children (ICPC) (for VIA Consulting, LLC).
